Vintage Silver Plate Cobalt Glass Salt & Pepper Cellar with Spoons and Underplate

This vintage silver plate set is very elegant: the small footed vessels are lined with cobalt glass and each has a silverplate sppon. The underplate has a fine gadroon edge and the pepper is covered with a hinged lid. The lidded silver vessel has the number 83 on one foot and under the lid.

This may mean it is silver from a Eastern European country, not quite sure. Condition is excellent, no chips or dents, a little tarnish under the glass. Measurements are: plate 8 1/4" by 3 1/4", vessels are 2 1/2" by 1 3/4".
